Add filters to recent matters similar to "All Matters"

A user should be able to filter "Recent Matters" the same way "All Matters" and "My Matters" can be filtered (Creation Date From, Creation Date To, Status, Primary Attorney, Secondary Attorney, Paralegal, People, Consultation Status, Matter Category, Matter Sub-Category, Tags Required, Tags Excluded, Batch Invoicing Disabled, Only Batch Invoice Expenses).

Add the ability to download the matters

Add a "New Matter" button

Add the "People" column between "Description" and "Attorney"
